Rural Opportunities Loan Fund (ROLF)
The Rural Opportunities Loan Fund (ROLF) is the lending arm of Tri-County Economic Development District (TEDD). The fund is designed to help finance the creation, retention, or expansion of rural businesses through the creation or retention of jobs. The ROLF has loaned over $10.5 million to small businesses in Eastern Washington resulting in over 1,840 jobs.
Tri-County Economic Development District made its first loan in 1985 servicing the tri-county area of Stevens, Ferry and Pend Oreille and then expanded its operations in 1993 to include seven additional counties: Adams, Asotin, Garfield, Grant, Lincoln, Whitman, and Rural Spokane Counties. .
While the ROLF is prohibited from participating in agricultural lending and cannot lend to those who can get 100% financing from commercial sources, loans have been made to businesses that include a wide variety of industries: from child daycare centers and manufacturing, to logging operations, fast food franchises, and a tortilla factory. TEDD lending helps serve the needs of Eastern Washington small businesses.
